The concept of "BIS" gear is quite elastic now that we can reforge stats to suit our current gear.

Your preference may vary according to your total stats, your healing assignments, raid size, etc. If you need Haste to get to a breakpoint, you may value an item with more Haste (or something you can reforge to Haste). If you need regen, you may value an item with Spirit over an item with Mastery. Also, the gem choices for these items will depend on whether you have met your meta requirements, and the socket bonus.

So it’s really quite difficult to give a concrete, ordered BIS list; it’s not very simple and often you can’t say that one item is better than another.

Instead you should refer to the various gear pages (pre-raid, tier sets, points gear) to see what your options are. Generally speaking, high ilvl items will be better, but you’ll need to decide for yourself whether an item is "BIS" for you at the time.
